Legislation aimed at protecting children with autism and other disabilities from being injured in school has stalled in the House of Representatives at the hands of a single member who objects to federal intervention. Minnesota Republican Rep. John Kline, who chairs the House's education committee, has frozen action in the House on a proposal to institute national standards for how teachers and school staff can safely restrain students.

Cops intent on questioning an ex-con about two 1993 cold case murders of women stumbled upon the alleged serial killer's latest victim, a woman found stabbed to death just hours earlier in his Mount Vernon, N.Y., apartment.
